Manny Pacquiao to run for Senator in 2016... Is he qualified?

As early as this week, the Philippine boxing hero and Sarangani Representative Manny Pacquaio manifested his interest to seek for a seat in the Philippine Senate comes May 2016 elections.

His fans were so excited of his decisions and hoping that he will eventually win as one of the twelve senators. But quite of number of his followers were also questioning his qualifications.

It is of no secret that as the incumbent Representative of the lone district of Sarangani, he has attended so far 4 session days.  Although, Manny has promised that he will never repeat his performance in the House of Representative once he will win in the Senate.

What are the qualifications of a Senator? Is Manny qualified?

Section 3 of Article VI of the 1987 Philippine Constitution provides the qualifications of a Senator.  Thus:

"No person shall be a Senator unless he is a natural-born citizen of the Philippines, and, on the day of the election, is at least thirty-five years of age, able to read and write, a registered voter, and a resident of the Philippines for not less than two years immediately preceding the day of the elections."

Natural-Born Citizen of the Philippines

A natural-born citizen of the Philippines is one who does not undergo any legal process to acquire Philippine citizenship.  As defined in the same Philippine Constitution, natural-born citizens are those who are citizens of the Philippines from birth without having to perform any act to acquire or perfect their Philippines citizenship. Those who elect Philippine citizenship in accordance with the constitution shall be deemed natural-born citizens.

Manny's parents, with special emphasis to Mommy Dionisia (Manny's mother), are of no doubt Filipinos.  In the Philippines, we subscribe to jus sanguinis (by blood) as a mode of acquiring citizenship, hence, Manny acquires his Philippine citizenship through his parents.  Thus, Manny is a natural-born citizen of the Philippines.

At Least 35 Years of Age of the Day of the Election

Manny was born on December 17, 1978.  He is now 36 years old and on the day of the election in 2016, he would be turning 37 years old.

Able to Read and Write

The constitution does not provide any educational requirement for a senator.  For as long the person is able to read and write, he may run in the senate.

A Registered Voter

Of course Manny is a registered voter in his district in Sarangani.

A Resident of the Philippines for not Less than Two Years Immediately Preceding the Day of the Election

From the time Manny was born, he is already a resident of the Philippines.  Thus, he has resided in the country for more than 36 years already.

It seems Manny has all the qualifications to run in the senate.  The question is WILL YOU VOTE FOR HIM?
