A Consultative Committee to Review the 1987 Constitution Was Created

Because there is a need to review the 1987 Philippine Constitution to ensure that it is truly reflective of the needs, ideals, and aspirations of the Filipino people, and to ensure that the mandate of the people, as expressed thereon, is responsive to the changing times, Philippine President Rodrigo Roa Duterte signed an Executive Order No. 10 on December 7, 2016 creating a Consultative Committee under the Office of the President which shall take effect immediately.

The Consultative Committee shall study, conduct consultations, and review the provisions of the 1987 Constitution including, but not limited to, the provisions on the structure and powers of the government, local governance, and economic policies.

The Committee shall be composed of not more than twenty-five (25) members, including a Chairperson who shall preside over its deliberations.  The members shall, as far as practicable, represent the different sectors of the country.  All Committee Members shall be appointed or designated by the President.

The Executive Secretary, or his designated representative, shall act as an observer during the deliberations of the Committee.

Who are qualified to be members of the Committee?  

Accordingly, no person shall be appointed or designated a Member of the Committee unless he/she is a natural-born citizen and a resident of the Philippines, at least twenty-five years of age, a qualified voter, and of recognized probity, independence, nationalism, patriotism, and expertise in his field.

Whenever a vacancy occurs in the Committee, the President may appoint or designate a new member to fill the vacancy, taking into consideration the region or sector of the Members who caused such vacancy.

The Committee shall formulate and adopt its internal rules and procedure in conducting the study, review, and consultations on the provisions of the 1987 Constitution within fifteen (15) days from the date it is convened.

In the conduct of consultations, the Committee shall ensure transparency, and the extensive participation of the Filipino people.  After all, the Constitution is the embodiment of the sovereign will, ideals, and aspirations of the Filipino people.

The Committee shall endeavor to complete its work on or before the lapse of six (6) months from the date it is convened.  After its presentation to the President of its report, recommendations and proposal, the Committee shall wind up its operations.

Upon the President's transmittal of the Committee's recommendations and proposals to Congress, the Committee shall cease to exist.
