Asuzena: Is It Legal?

I have a confession to make.  Yes, I am guilty.  I admit that once in my life I have eaten ASUZENA (I am not sure if this is the correct spelling).  But that was long time ago already.  I would never eat it again.

Asuzena is local delicacy which utilizes DOG MEAT as its main ingredient.  You read it right.  Dog meat is sometimes prepared as pulutan and in fact in some localities here in the Philippines it is regarded that much as compared to pork and beef.

Very recently, a truckload of dogs have been rescued from being slaughtered and cooked into ASUZENA.  The persons behind this were all apprehended and appropriate charges were filed against them.

What is/are the violation/s faced by these people if any?

According to Republic Act Number 8485 or otherwise known as "The Animal Welfare Act of 1998", it is UNLAWFUL to kill or cause or procure to be tortured dogs for this matter.  It is basically animal cruelty.

"Any violator of this law shall be penalized by imprisonment of 1 year and 6 months and 1 day to 2 years and/or a fine not exceeding ONE HUNDRED THOUSAND PESOS if the dogs die."

Aside from R.A. No. 8485, the persons mentioned above shall also be liable violating the provision of Republic Act Number 9482 or otherwise known as "Anti-Rabies Act of 2007" which provides:

"Any person found guilty of trading dog for meat shall be fined not less than 5 thousand pesos per dog and subjected to imprisonment from 1 year to 4 years."

So, going back to the question whether it is legal to prepare ASUZENA, it is unlawful to prepare such.  Any person performing such an act shall be prosecuted.
