From the LTO: Stiffer and Higher Fines and Penalties for Traffic Violations

From the very webpage of the Land Transportation Office or LTO, here is the summary of the Revised Schedule of Fines and Penalties for Violations of Laws, Rules and Regulations Governing Land Transportation as espoused in the Joint Administrative Order No. 2014-01 of the Department of Transportation and Communications (DOTC).
A. Violations in Connection with Licensing:
1. Driving Without a Valid Driver's License/Conductor's Permit - Payment of a fine of PhP3,000.00 and the driver shall be disqualified from being granted a driver's license and driving of a motor vehicle for a period of 1 year from the payment of the fine.
2. Driving a Motor Vehicle Used in the Commission of a Crime Upon Conviction by a Regular Court of Competent Jurisdiction - Payment of a fine of PhP10,000.00 and in addition, the driver's license shall be confiscated and upon conviction for the crime, revoked and the driver shall be perpetually disqualified from being granted a driver's license and driving of a motor vehicle.
3. Commission of the Course of Apprehension Upon Conviction by a Regular Court of a Competent Jurisdiction - Payment of a fine of PhP 10,000.00 and in addition, the driver's license shall be confiscated, and revoked upon conviction of the crime. The driver shall be disqualified shall be disqualified from being granted a driver's license for a period of 5 years counted from the date of payment of the fines and penalties.
4. Driving a Motor Vehicle While Under the Influence of Alcohol, Dangerous Drugs and/or Similar Substance Upon Final Conviction by a Regular Court of Competent Jurisdiction - In addition to the payment of fines and penalties provided by law, the non-professional driver's license shall be confiscated and suspended for a period of 12 months for the first conviction and perpetually revoked for the second conviction.
The professional driver's license shall be confiscated and perpetually revoked for the first conviction.
5. Reckless Driving - Payment for the first offense of PhP 2,000.00, second offense of PhP 3,000.00 and for the subsequent offense of PhP 10,000.00. In addition, the driver's license shall be suspended for a period of 3 months for the second offense and for 6 months for a succeeding offense.
6. Submission of Fake Documents in Relations for Application of a Driver's License (New/Renewal) - Payment of PhP 3,000.00. In addition, the driver shall be put on alarm, revoked and the driver shall be disqualified from being granted the driver's license for a period of 1 year.
7. Failure to Wear the Prescribed Seat Belt Device - Payment for a first offense of PhP 1,000.00, second offense of PhP 2,000.00 and third offense of PhP 5,000.00
8. Failure to Require His/Her Passenger/s to Wear the Prescribed Seat Belt Device - for public utility vehicle, both the driver and the operator are liable to pay a fine of PhP 3,000.00 for every violation.
9. Failure to Wear the Standard Protective Motorcycle Helmet or Failure to Require the Back Rider to Wear Protective Motorcycle Helmet - payment for a fine of PhP 1,500.00 for the first offense, PhP 3,000.00 for the second offense, PhP 5,000.00 for the third offense and PhP 10,000.00 for the succeeding offense.
10. Failure to Carry Driver's License, Certificate of Registration or Official Receipt While Driving a Motor Vehicle - payment of a fine of PhP 1,000.00.
11. All Other Violations of Traffic Rules and Regulations - Payment of a fine of PhP 1,000.00.
B. Violations in Connection With Motor Vehicle Registration/Renewal/Operation:
1. Driving an Unregistered Motor Vehicle - Payment of a fine of PhP 10,000.00 in addition to penalties prescribed by this Administrative Order.
2. Unauthorized Modification of a Motor Vehicle - Payment of a fine of PhP 5,000.00 in addition to penalties prescribed by this Administrative Order.
3. Operating a Right Hand Drive Motor Vehicle - Payment of a fine of PhP 50,000 in addition to penalties herein prescribed.
4. Motor Vehicle Operating Without or With Defective/Improper/Unauthorized Accessories, Devices, Equipment and Parts - Payment of a fine of PhP 5,000.00 in addition to the penalties herein prescribed.
5. Failure to Attach or Improper Attachment/Tampering of Authorized Motor Vehicle License Plates and/or Third Plate Sticker - Payment of a fine of PhP 5,000.00 in addition to the penalties herein prescribed.
6. Smoke Belching - In addition to the penalties prescribed, payment of a fine of PhP 2,000.00 for the first offense, PhP 4,000.00 for the second offense and not more than PhP 6,000.00 for the third offense.
7. Fraud in Relation to the Registration of the Motor Vehicle and/or its Renewal - Payment of a fine of PhP 3,000.00 in addition to the other penalties.
8. All Other Violations in Connection with the Motor Vehicle Registration/Renewal/Operation - Payment of a fine of PhP 2,000.00.
C. Violations in Connection with Dimensions, Specifications, Weight and Load Limits:
1. Load Extending Beyond Projected Width Without Permit - Payment of a fine of PhP 1,000.00.
2. Axle Overloading - Payment of a fine computed in accordance with this Administrative Order.
3. Operating a Passenger Bus/Truck With Cargo Exceeding 160 kilograms - Payment of a fine of PhP 1,000.00 in addition to other penalties.
D. Violations in Connection With a Franchise:
1. Colorum Violation - Payment of PhP1 million for Bus, PhP 200,000.00 for trucks, Jeepney is PhP 50,000.00, Vans is PhP 200,000.00, Sedan is PhP 120,000.00 and Motorcycle is PhP 6,000.00 in addition to other penalties prescribed by this order.
2. Refusal to Render Service to the Public or Convey Passenger to Destination - Payment of a fine of PhP 5,000.00 for the first offense, PhP 10,000.00 for second and PhP 15,000.00 for the next offense. This is in addition to other penalties to be imposed.
3. Overcharging/Undercharging of Fares - Payment of a fine of PhP 5,000.00 for the first offense, PhP 10,000.00 for second offense and PhP 15,000.00 for the next offense on top of other penalties prescribed.
4. Failure to Provide Proper Body Marking - same payment of fine as stated immediately above.
5. No Franchise or Certificate of Public Convenience or Evidence of Franchise Presented Upon Apprehension - same payment of a fine as in above.
6. Employing Reckless, Insolent, Discourteous and/or Arrogant Drivers - Payment of fine as stated above.
7. Allowing Unauthorized Driver to Drive PUV or Allowing a Driver to Drive a PUV Without Bringing Her/His Driver's License - Payment of same fine as stated above.
8. Operating the Unit/s With Defective Parts and/or Accessories - Same payment of fine as stated above.
9. Failure to Provide Fare Discounts in Accordance With Law - Payment of same fine as stated above.
